The present work seeks to present an overview of responsiveness and the demand for public policies in a context of structural collective process, focusing on the so-called atypical procedural legal transactions. The main objective of the work was to answer the question: “could the State negotiate the way of executing its public policies?” The bibliographic review and the hypothetical-deductive approach were adopted as a research method. The specific objectives of the work were: to understand the relationship between political responsiveness and responsibility for civilizing services by the State, as well as the role of legal business in the context of collective processes. It is concluded that the absence of responsiveness is a relevant cause of disputes that seek the realization of the common good.
