Abstract

The objective of this work was to study, through a bibliographical research, the advances made by people with disabilities throughout history. At first, we sought to make a succinct narrative worldwide about how society has been changing the view on disability over time, gradually moving from an exclusionary treatment to a more inclusive position.The following issues related to the evolution of Brazilian legislation with regard to people with disabilities were addressed, which had as a fundamental milestone the promulgation of the Federal Constitution of 1988 and the approval in 2015 of the Statute of persons with disabilities, law 13.146. Finally, we tried to point out that it is necessary to go beyond legislative developments on the subject and to advance the implementation of public policies that ensure the rights positive in the laws.
