Social movements are essential collective collectives in democratic countries. The initial analysis was directed to the days of June / 2013, due to the differential behavior: they protested against the increase in public transport fares. Upon being served, they continued to be mobilized with guidelines: anti-corruption, interests of businessmen, bankers and transnational organizations, acting until President Dilma Rousseff's removal on 4/17/2016. However, during the research, the real and efficient force for change in the country's economic conduct was observed, as of 2014, with the Lava Jato operation, supported by foreign governments, businessmen, corporate media, the armed forces, etc., aiming the privatization of oil and gas exploration in the pre-salt layer, with no restrictions for oil companies interested in the extraction of this mineral. The investigation was based on the theoretical framework of study of the elites and the methodology used was the bibliographic review.
