PUBLIC SECURITY AND PRIMARY PREVENTION: FAMILY PERCEPTION OF THE IMPACTS OF THE PMZITO PROGRAM (PMPA/CPR III) IN CASTANHAL-PA

This article analyzes the socio-educational impacts of the PMZITO Program, a strategic primary prevention initiative developed by the Military Police of Pará (PMPA), from the perspective of the beneficiaries' family members in the municipality of Castanhal. The research is delimited to the project's execution by the 3rd Regional Policing Command (CPR III), based at the Usina da Paz, and investigates how the philosophy of proximity policing and the fundamental values of military doctrine are transposed into the domestic routine. The theoretical foundation is anchored in the Doctrine of Integral Protection and the corporation's Strategic Plan, seeking to understand the program's effectiveness in mitigating social vulnerabilities. The methodology, qualitative and exploratory in nature, utilized semi-structured questionnaires applied to a sample of guardians, whose data were submitted to Bardin's Content Analysis technique. The results reveal significant rates of social transformation, showing a 100% positive perception regarding improvement in family coexistence and an 80% substantial change in the discipline, self-control, and autonomy of the assisted youth. The study concludes that the pedagogical applicability of PMZITO, based on the pillars of Ethics, Civism, and Hierarchy, demonstrates high effectiveness in reducing risk factors and strengthening family bonds. Thus, the program is validated as a high-impact public safety preventive policy, capable of transcending the institutional environment, strengthening the corporation's legitimacy before civil society, and pacifying social interactions within the domestic sphere.
