ECOLOGICAL COOPERATIVE FEDERALISM: THE PROTECTION OF HUMAN DIGNITY AND ITS ECOLOGICAL DIMENSION

This article analyses ecological cooperative federalism as a means of realising human dignity, drawing on the framework of the 1988 Federal Constitution and Complementary Law No. 140/2011. The research is grounded in the understanding of a balanced environment as a fundamental right, which, taken together, reflects the ecological dimension of cooperative federalism. The central objective is to examine how cooperation between federal entities is manifested through Complementary Law No. 140/2011, which addresses the fragmentation of powers and transforms environmental standards into tangible guarantees of a dignified life. Methodologically, the study employed bibliographic and legislative research of a descriptive and qualitative nature, focusing on publications from 2021 to 2026. The study is structured around three main themes: the configuration of the constitutional paradigm of ecological federalism; an in-depth examination of the ecological minimum standard of living as the core of human dignity; and an analysis of the practical instruments of shared protection and the challenges involved in their implementation.
