DIFFERENTIATED USE OF FORCE: AN ANALYSIS OF GUIDELINES AND PRACTICES IN THE MILITARY POLICE OF AMAZONAS

This study analyzes the adequacy of the Standard Operating Procedures (SOPs) of the Military Police of Amazonas (PMAM) in light of the innovations introduced by Decree No. 12,341/2024 and Ordinance No. 855/2025. The central objective is to verify to what extent the local guidelines internalize the model of differentiated use of force as an instrument for preserving human dignity and legal protection of the officer, comparing the 2022 SOP with the new federal regulatory framework. The results demonstrate that the terminological and technical transition proposed by the new regulations requires an immediate update of the PMAM protocols, especially regarding the classification and mandatory use of Less Lethal Weapons (LLWs) and the use of technologies such as body cameras. It concludes that the standardization of force levels and investment in continuing education are essential pillars for reducing police lethality and mitigating abuse of authority. It is proposed that a specific institutional decree be issued to consolidate the legal security of the professional and strengthen the legitimacy of the institution before the Amazonian society.
