This research aims to analyze the process of people development and has the specific objectives of identifying the main capabilities available for training and developing people, examining the incentives and difficulties encountered for people development in the public sector, and presenting suggestions for improvements and future perspectives from the standpoint of administrative theories and the perception of the professionals involved. The methodology of this research is bibliographic with a qualitative approach. It is expected that this research will show that people development is a decisive action for all organizations seeking to leverage their results, and, from a financial point of view, it tends to be more viable than starting a new recruitment and selection process. In public administration, people development has a separate context, since the resources used to provide public services originate from citizens' contributions. In this way, this research is expected to provide a better understanding of the role of human resource development, its contributions, relevance, and challenges, thus recognizing the importance and necessity of human resource management in institutions, especially public institutions, so that services are provided efficiently and the population has access to quality work.
