This study evaluates the quality, effectiveness, and impact of the Electronic Citizen Record (PEC/e-SUS APS) on the production of epidemiological indicators and decision-making within the Unified Health System (SUS). Through an integrative literature review conducted between 2020 and 2026, searching PubMed, SciELO, LILACS, and BVS databases, the digital transition in Primary Health Care was analyzed. The results indicate that the PEC improved the completeness of immunization and prenatal records, facilitating the monitoring of performance goals, such as those of the Previne Brasil program. However, persistent underreporting linked to the inadequate use of ICPC-2 and connectivity instability in remote areas compromise data reliability. The study concludes that the PEC is an essential tool for health intelligence and evidence-based management, but its full effectiveness depends on overcoming structural bottlenecks, strengthening interoperability via the National Health Data Network (RNDS), and investing in the digital literacy of healthcare professionals.
