SPECIALIZED POLICING IN COMBATING ORGANIZED CRIME: A PROPOSAL FOR THE CREATION OF THE SPECIAL POLICE ACTIONS BATTALION (BAEP) WITHIN THE PARANÁ MILITARY POLICE (PMPR)

In the context of qualified responses to organized crime, this article presents a proposal for organizational adjustment within the Military Police of Paraná (PMPR), aimed at strengthening state action in sensitive public security areas. The proposal consists of creating the Special Police Actions Battalion (BAEP), a specialized policing unit linked to the Special Missions Command, designed for permanent territorial deployment and integrated action with the Special Task Force Against Organized Crime (GAECO) of the Public Prosecutor’s Office. The study is grounded in the need for specialized institutional responses based on intelligence-led policing and structured interinstitutional cooperation. From an organizational standpoint, the proposal provides for the formal institutionalization of specific positions within the PMPR’s organizational framework dedicated to specialized operations against organized crime, as well as the classification of police officers currently assigned to GAECO within the BAEP, without adversely affecting the staffing levels of other Police Military Organizations. The research adopts a qualitative bibliographic and documentary approach and culminates in the presentation of normative and administrative models to ensure the legal and operational feasibility of the proposal.
