This article analyzes public policies for the inclusion of women victims of domestic violence in the new public procurement law – Law No. 14.133/2021 – and former inmates. Regarding the methodology adopted, it is a qualitative, exploratory approach, applying bibliographic review and legislative analysis. The research aims to investigate, therefore, how items I and II of § 9 of article 25 of Law No. 14.133/2021 are being interpreted. In this sense, this work aims to produce a text that serves as a reference on the subject, adhering to interdisciplinarity to understand the legal justification for the introduction of such provisions in the new public procurement law. This work is structured in two sections: the first delves into understanding what stigma is and how it manifests itself in the case of former inmates and women victims of domestic violence; in the second, a detailed interpretation of items I and II of § 9 of article 25 of Law No. 14.133/2021 is made, and an understanding of the effort of said law in the pursuit of implementing effective and inclusive public policies regarding these socially vulnerable groups is explored.
