Abstract

Natural disasters in Brazil, especially hydrometeorological events and mass movements, reveal the interplay of social, environmental and institutional vulnerabilities and demand increasingly coordinated responses among the agencies that make up the National and State Protection and Civil Defense System, a context in which the Military Police of Paraná plays a strategic role in maintaining public order, supporting the evacuation of risk areas and protecting people, property and critical facilities, which requires the adoption of specific normative instruments such as a General Rule of Action and Standard Operating Procedures aimed at responding to natural disaster incidents, in order to standardize decision making flows, ensure the adequate use of personnel and integrate the corporation with systems such as SINPDEC, SISDC/PR and municipal and state civil defense plans, thereby contributing to damage reduction and to the strengthening of community resilience in the state of Paraná.
