POLICE AVIATION AND OPERATIONAL SUSTAINABILITY: THE MAINTENANCE WORKSHOP AT BPMOA AS AN ESSENTIAL STRATEGY

This study analyzes the technical, operational, and economic feasibility of implementing an aircraft maintenance workshop within the Air Operations Battalion of the Military Police of Paraná (BPMOA) as a strategic measure to promote operational sustainability and reduce dependence on outsourced services. The research was based on documentary analysis of the applicable aeronautical regulations — especially the Brazilian Civil Aviation Regulations (RBAC) No. 43, 91, 121, 135, 145, and 147 —, the evaluation of the fleet and current maintenance contracts, and the application of the SWOT matrix to identify strengths, weaknesses, opportunities, and threats. The results indicate that a hybrid model, combining an in-house workshop for inspections up to 150 flight hours with outsourcing for more complex services, is the most efficient and cost-effective solution. This configuration ensures faster maintenance turnaround, increased fleet availability, and significant savings for public funds, consolidating itself as an essential strategy for the efficiency and sustainability of police air operations.
