This paper examines the integration between the concept of smart cities and the individualization of penalties, focusing on the Penitentiary System of Espírito Santo. Smart cities utilize real-time data collection and analysis technologies to optimize urban infrastructures (Zuboff, 2019; Deakin, 2016; Townsend, 2013). The individualization of penalties, grounded in restorative justice theories and Michel Foucault’s ideas (1977), seeks to tailor penal sanctions to the individual circumstances of each convict. This qualitative research, based on document analysis, aims to explore how the integration of these areas can contribute to the improvement of penal administration, making penalties more personalized and effective. The investigation draws on theoretical contributions from authors such as Deakin (2016), Pentland (2015), and Gomes (2009), to propose a critical and constructive reflection on the impact of emerging technologies applied in the Espírito Santo Criminal Justice system.
