Solid waste management in Brazil faces significant challenges, especially in regions with poor infrastructure and economic diversity, such as the northern region of Goiás, where the presence of open-air dumps compromises public health and environmental balance. This paper analyzes the legal challenges faced in the implementation of the State Solid Waste Plan (PERS) in the northern region of Goiás, with an emphasis on the eradication of open-air dumps and the promotion of environmentally sound solid waste management. The effective implementation of the National Solid Waste Policy (PNRS) and the PERS in Goiás depends on integrated strategies that combine technical training, infrastructure investments and environmental education to promote sustainable solutions. The research, of a qualitative nature, was based on the documentary analysis of laws, decrees and relevant scientific literature. Significant obstacles were identified, such as the lack of infrastructure, scarcity of financial resources and insufficient technical training. The conclusions point to the need for more effective public policies and continued investment for the successful implementation of PERS, aiming at protecting the environment and improving the quality of life of the local population.
