This study aims to present a critical analysis of the gaps in the protective measures provided for by the Maria da Penha Law, considering the impact of these failures on the increase in cases of feminicide in southern Bahia. The region has faced alarming rates of gender-based violence, highlighting the persistent vulnerability of women, even in the face of public protection policies. Although the Maria da Penha Law was a milestone in the fight against domestic violence, its full implementation to protect and guarantee the life of victims faces several challenges, such as the lack of rigorous monitoring, insufficient institutional support, and cultural resistance to compliance with the rules. The general objective of this article is to review the existing literature on the ineffectiveness of protective measures and their relationship with the increase in feminicides in southern Bahia. The specific objectives include analyzing the failures in the implementation of protective measures, investigating the socioeconomic factors that aggravate women's vulnerability, and the role of institutions in protecting victims. The methodology uses a bibliographic review, with a survey of previously published materials, such as academic articles, theses, reports from public agencies and other relevant documents. The research aims to contribute to the understanding of the weaknesses of the protection system and propose guidelines for strengthening public policies, with the aim of reducing feminicides and promoting a safer environment for women seeking protection under such measures.
