Abstract

The regulation of fixed-odds betting in Brazil represents a significant shift in how the State addresses gambling and online betting. The enactment of Law No. 14,790/2023, known as the “Betting Law,” places the country in a legal environment of oversight and formalization of a sector that had long operated under legal uncertainty. This paper aims to analyze the main provisions of the new legislation, highlighting its regulatory advances, economic impacts, and the challenges in protecting consumers. Starting from a historical overview, the study examines the trajectory from the prohibition of gambling in Brazil to the current legal model, addressing the expected effects of the law on public revenue, sports integrity, and the prevention of predatory exploitation of bettors. The research offers a critical and informed analysis of the State's response to the growing digitalization of gambling and its regulatory adaptation, seeking to contribute to a more transparent, secure, and responsible gaming environment.
