This article analyzes the transformation of civil registry offices into Citizenship Offices, promoted by Law No. 13.484/2017, with an emphasis on the dejudicialization of the process for changing one's first name and gender. This measure represents a significant advancement in ensuring fundamental rights for the transgender population, facilitating access to civil identity through a faster, safer, and more accessible procedure. The research adopts a qualitative approach, based on bibliographical and documentary review, and explores the legal, social, and institutional aspects of the normative change. The study highlights the central role of registry offices as instruments for the realization of citizenship and social inclusion, especially after the STF's decision in ADI 4275, which recognized gender self-determination as a fundamental right. It concludes that the expansion of the civil registry’s responsibilities contributes to the democratization of access to rights, the consolidation of a public administration more sensitive to contemporary demands for diversity, and the valorization of human dignity.
