THE NEED FOR PUBLIC POLICIES TO COMBAT THE CRIME OF RECEIVING STOLEN GOODS IN BRAZIL: LEGAL AND SOCIAL CHALLENGES

The commercialization of stolen mobile phones is one of the major challenges faced by Brazilian public security. This phenomenon not only encourages an increase in property crimes but also weakens the perception of the legal system's effectiveness. Although the crime of receiving stolen goods is typified in the Penal Code, it remains difficult to suppress when there are no structured public policies that act in a preventive and integrated manner. In addition to criminal repression, it is necessary to invest in technologies that assist in tracking and recovering devices, as well as in public awareness about the harms caused by purchasing products of illicit origin. Coordinated action among different spheres of government, combined with public education and the strengthening of security institutions, is essential to contain the expansion of this clandestine market. This study adopts a qualitative approach and uses bibliographic research to identify the main legal and institutional barriers related to the topic. The objective is to analyze how the legal framework can be improved through effective public policies that prioritize both repression and prevention, promoting balanced security and justice.
