The research aimed to discuss the environmental issue as a unifying factor among peoples, highlighting the need for organized social participation that transcends national borders. The interest of all the planet's inhabitants, present and future, in preserving the environment through its promotion and defense was considered, despite the pressures of the global neoliberal context. Although in the economic dimension globalization induces environmental degradation, in the communicational dimension it facilitates the engagement of people and non-governmental organizations throughout the world more easily and quickly. The same information technologies that drive the global economy also offer means for the formation of social participation networks. These connections can counterbalance the inability of States and transnational corporations to adequately address ecological preservation. To investigate this dynamic, a descriptive-deductive theoretical research was carried out based on a bibliographic review. The objective was achieved by exploring the evolution of social participation in global environmental issues based on the concept of cosmopolitan citizenship, whose integration of individuals and non-governmental organizations from different parts of the world is essential to put pressure on governments and transnational conglomerates, fostering awareness and the implementation of rules and actions guided by principles of environmental sustainability.
