THE DEFENSE OF THE PUBLIC SERVICE USER: LAW N° 13,460 AND ITS EFFECTIVENESS IN THE PROVISION OF PUBLIC SERVICES

Law No. 13,460, known as the Public Services User Defense Code, emerged due to the growing demand to resolve issues in the provision of public services in Brazil. This legislation aims to protect the rights and duties of public sector users, contributing to a more effective administration. The study analyzes whether the law is an effective instrument for defending users of public services, expanding knowledge and publicizing their rights and duties. The effectiveness of the law depends on correct application and supervision by competent bodies, ensuring that users know their rights and that public institutions guarantee the quality and efficiency of the services provided. Law 13,460 also gives Public Ombudsmen the ability to adopt measures such as mediation and conciliation between users and public administration, thus promoting better provision of public services.
