The present work has as its investigative object to debate about the administrative reform in the public management and the insertion of the principle of efficiency in the state organizations and its effects on the fulfillment of the work activities of the civil servants. To this end, the work presented the legal frameworks and the principle of efficiency in the Brazilian public administration, and later it stopped at the explanation about the national administrative reforms and the economic and political context in which they are inserted, and continued doing an analysis of the public administration: Before and after the institution of the principle of efficiency. In continuity, the investigation dealt with the positioning of public servants after the implementation of the principle of efficiency, and finally discussed the legal diplomas and legal conditions that guarantee the stability of public servants. The methodology adopted to carry out the present study was bibliographic research. The justification for proceeding with this investigation was embodied in the understanding of the referred principle and its applicability, as well as the penalties for its non-observance, being a recurring theme for public servants who are in activities and who enjoy the conditions of (re) qualification by work.
