It is with great satisfaction that we present the second edition of the digital book entitled "The Adhesion of 'Carona' in the Price Registration System in the Fast Electronic Bidding Modality". This work, divided into two chapters, addresses relevant topics in the context of public tenders in a detailed and enlightening manner, providing the reader with a broad and in-depth understanding of the bidding process and its nuances.
In the first chapter, entitled "Public Tenders", we thoroughly explore three fundamental pillars: Auction Innovation in Public Tenders, Price Registration System (SRP), known as SRP, and the Logic of the 'Carona' Legal Institute. These topics are addressed with technical rigor and legal basis, aiming to provide a comprehensive view of the practices and regulations that govern public bidding, in particular the use of the auction and the SRP as efficient tools in the contracting of goods and services by the public sector, as well as such as understanding the institute of "free riding" and its application in the context of bidding processes.
The second chapter, dedicated to "Tendering Modality", explores essential aspects such as Competitive Dialogue, the Preparatory Phase and Auxiliary Procedures. These elements are fundamental to understanding the dynamics of public tenders, providing the reader with a comprehensive view of the different stages and procedures involved in this process, as well as the mechanisms used to guarantee transparency, competitiveness and efficiency in public procurement.
In this second edition, revised and updated, we seek not only to provide technical and legal information, but also to promote reflections on the challenges and opportunities present in the context of public bidding, thus contributing to the continuous improvement of the practices and regulations that govern this important management instrument. public.
We hope that this work will be useful and enriching for everyone interested in the topic of public tenders, whether legal professionals, public managers, students or researchers. May this book contribute to deepening knowledge and improving practices in the field of public procurement.
