Abstract

The states of São Paulo and Rio de Janeiro, despite having the main football teams in Brazil, still present a scenario in which several associations have real difficulties in surviving. It is in this perspective that the work has the general objective: to study and analyze the context in which the clubs belonging to the last state divisions of Rio de Janeiro and São Paulo are found. Observing the difficulties that such teams face. Using, to achieve this goal, official documents from the federations, journalistic materials on the subject, vehicles from the teams themselves, and an empirical analysis based on the reading of all materials. Thus, reaching the conclusion that the problem has a structural aspect, since it is part of the competition structure proposed by the competition managers.
