The objective of this article is to analyze the changes in the New Law of Government Bids and Contracts, exposing the main changes and modernizations of the law in the Municipal sphere. In this context, it is relevant to investigate how these changes affected the smaller Municipalities, especially with respect to bidding in Municipalities with less than 20 thousand inhabitants, in relation to the technological innovations of the electronic bidding as a rule, the optimization of the processes, the creation of the competitive dialogue modality and the increase of the values that authorize the exemption of Bidding for services and products. Previously the bidding was governed by Law 8.666/1993, and in the year 2021 the law 14.133/2021 was presented, which considerably changed the bidding panorama in Brazil, being a relevant instrument for the optimization of the administrative activity.
