LEARNING DIFFICULTIES: THE IMPORTANCE OF PUBLIC INCLUSION POLICIES

The Federal Constitution of 1988 establishes that education is a right guaranteed to all. In this sense, one sees the challenge of realizing the rights of students with learning difficulties. The topics of this study relate to learning disabilities and the interaction of schools into teaching practice, and the more general context of their integration into activities supported by public educational policy, including links to the legislation of the Law of Guidelines and Fundamentals of National Education. Considering that learning difficulties have become an increasingly common and frequent challenge in Brazilian educational institutions. The study was carried out through a bibliographical study, presenting the ideas of several authors who work in the field of education to understand fundamental questions about learning, discussing its causes and consequences, understanding the importance of inclusive public policies and the role of teachers in this process. Research shows that, in order to develop inclusive practices in general education, it is necessary to understand public policies and what hinders student learning.
