THE EDUCATION AS AN INSTRUMENT OF CITIZENSHIP: FROM EMPIRE TO REPUBLIC

This article focuses on verifying the evolution of the right to education in Brazil, from the imperial period to the republic, focusing on the constitutions we had here. Analyzing historical development, the general objective of the text is to highlight the transition from an elitist model to a more inclusive model, marked by structural challenges and institutional policies characteristic of the formation of Brazilian law. As a specific objective, there is the inclusion of the constitutional principles of public administration. Among the motivations that justify the study, the lack of a minimum literary substrate that enables the association of administrative constitutional principles, public policies and the right to education stands out. Above all, as a problem, the elaboration of theoretical contributions correlated with matters from a Brazilian perspective, which minimizes Portuguese influences on local constitutionalism. As a result, the aim is to define the importance of historical understanding to contextualize contemporary challenges and promote a comprehensive approach to building a more equitable and effective educational system. As a methodology, the methods were bibliographic and documentary, supported by books, magazines, the literal text of the Law and specialized websites, thus, the hypothetical-deductive methodology.
