PEOPLE MANAGEMENT AT UNIFESP: IMPLEMENTATION OF A QUALITY TOOL IN FUNCTIONAL MOBILITY PROCESSES VIA PUBLIC CALLS

Human resource management in the public sector faces challenges related to the standardization of routines, information dissemination, and administrative process efficiency. Within federal higher education institutions, functional mobility processes carried out through public calls require a high degree of organization and procedural clarity; otherwise, they can generate insecurity, rework, and administrative delays. This study aimed to analyze the implementation of a Standard Operating Procedure (SOP) as a quality management tool in the functional mobility processes at the Federal University of São Paulo (Unifesp). It is an applied study with a quantitative and qualitative approach, approved by a Research Ethics Committee, based on a theoretical and regulatory review of public administration, quality management, and federal personnel legislation, as well as the application of an electronic questionnaire to federal civil servants working in the university’s human resources units. The results revealed gaps in employees’ knowledge regarding the stages of functional mobility processes, insecurity in providing guidance, and perceived delays in administrative workflows. All respondents indicated that the adoption of an SOP would contribute to improving work quality, reducing rework, enhancing information security, and optimizing process duration. It is concluded that implementing an SOP is a relevant strategy to enhance people management processes, strengthen routine standardization, disseminate knowledge, and improve administrative efficiency in the public sector.
