SAFETY IN SPORTS VENUES: ORGANIZERS RESPONSIBILITY, OPERATIONAL CENTRALITY OF THE PARANÁ MILITARY POLICE AND THE ROLE OF THE CHOQUE POLICE BATTALION IN FOOTBALL EVENTS

Abstract

This article analyzes safety in football events based on Brazilian legislation, the Paraná Military Police Manual for Operations in Sports Venues and Brazilian studies on football, organized supporters and violence. The documentary analysis records a practical tension: Brazilian law assigns the primary responsibility for spectator safety to the sports organization directly responsible for the event, while the institutional manual gives the Military Police duties related to meetings, supervision, coordination and operational support. When organizers and public agencies do not participate effectively, the Military Police remains the agency of immediate response and tends to absorb demands that do not originally belong to the private organization of the sporting event. The Shock Police Battalion is treated as a specialized reference in the operational scope analyzed.
