TACTICAL PRE-HOSPITAL CARE: AN ANALYSIS OF THE OPERATIONS OF THE COMMAND AND SPECIAL OPERATIONS COMPANY OF THE MILITARY POLICE OF PARANÁ

Abstract

The increase in crime and the complexity of police operations require specialized public safety strategies, particularly in high-risk situations. This article analyzes the importance of Tactical Pre-Hospital Care (APHT) in the operations of the Special Operations and Command Company (COE) of the Paraná Military Police (PMPR), highlighting its critical role in preserving lives during dangerous missions. The study adopted a qualitative and exploratory approach, based on a bibliographic review of articles, theses and specialized materials available in databases such as Scielo and Google Scholar. The research demonstrated that APHT, based on protocols such as Tactical Combat Casualty Care (TCCC) and its civilian adaptation (TECC), is essential to: Reduce preventable deaths in combat scenarios, prioritizing hemorrhage control (MARCH protocol) and rapid stabilization of victims; protect operators in hostile environments, integrating medical care with tactical action; optimize the operational effectiveness of the COE, with continuous training and adoption of combat-proven techniques. It is concluded that the APHT not only saves lives – of police officers and civilians – but also strengthens the institutional capacity of the PMPR in combating crime. The systematic implementation of this resource, combined with the training of multipliers, represents a strategic advance for public safety in Paraná.
