THE IMPACT OF THE COVID-19 PANDEMIC ON THE PUBLIC HEALTH SUPPLY CHAIN

Abstract

This article intends to discuss how logistical difficulties faced in the supply chain of basic items when facing the new coronavirus (COVID-19). The imbalance of the relationship and demand between the supplier and consumer market, coupled with the discourse dissonance with possible ideological bias between prioritizing health over the economy, were considered in the research as relevant factors for the disarticulation of government representatives at the federal, state and municipal levels. The normative innovations promoted during the pandemic period and the discussion on centralized purchasing practices were brought up in the study, as possible options to face this global health crisis, as it promotes economies of scale, negotiation capacity and the development of useful economics. During the study, a survey of public prices for medical and hospital supplies was carried out, given the observance of levels of purchasing levels with disparities in prices, indicating the incipient effectiveness of joint acquisitions by public organization.
