This structured narrative review examines the opportunities, limitations and implications of generative artificial intelligence (AI) for training civil servants and military personnel, and the organizational conditions for its responsible use. Empirical studies, review articles and position papers, Brazilian regulations and institutional pages located through internet searches in 2026 were examined. The studies distinguish performance with AI assistance from learning without it. One experiment with students showed lower exam scores without access to the tool when use was unrestricted, an effect largely mitigated with a structured tutor. A field study in customer support indicated an average productivity increase of about 15%, concentrated among less experienced workers. Evidence on civil servants is qualitative and limited, and no empirical studies on Brazilian military organizations were located in the sources consulted. Regulations, frameworks and programs exist, including in the Defense sector, and address human control, data protection and assessment, but they do not demonstrate effectiveness. The review concludes that adoption depends on pedagogical design, assessment without the tool, data governance and follow-up of transfer to the workplace.
