Abstract

This scientific article analyzes the integration of environmental resilience into the detailed plans of new municipalities in the Maputo Province, focusing on the challenges and opportunities for urban sustainability. The research acknowledges that rapid urbanization in the region demands a careful approach to mitigate environmental impacts and ensure sustainable development. The analysis of public policies, such as the National Strategy for Adaptation and Mitigation of Climate Change (ENAMMC) and the Environmental Law, reveals that while there are clear guidelines for incorporating environmental resilience, practical implementation faces significant obstacles, including resource limitations, lack of technical capacity, and institutional challenges. The study also highlights the importance of Environmental Impact Assessments (EIAs) and the protection of sensitive areas as essential components to strengthen resilience in new urban developments. Additionally, public participation and environmental education are identified as crucial factors for the success of detailed planning. It is concluded that achieving sustainable urbanization in new municipalities requires a coordinated effort involving the strengthening of institutional capacities, the creation of innovative financing mechanisms, and continuous engagement of civil society. The research suggests that effective integration of environmental resilience can not only mitigate climate change-related risks but also promote more sustainable and inclusive urban growth in the Maputo Province.
