The adoption of mandatory broad-spectrum drug testing as a criterion for the promotion of officers and ranks in the Paraná State Military Police (PMPR) represents a strategic initiative aimed at strengthening the ethics, integrity, and health of public security agents. This study examines the legal, physiological, and social aspects related to the use of licit drugs, illicit drugs, and anabolic steroids, assessing the impacts of these substances on police officers' health, institutional dynamics, and public trust. The proposal is based on specific amendments to Laws No. 5,940/1969 and No. 5,944/1969, which regulate the promotion of ranks and officers, including articles mandating drug testing. The analysis concludes that this measure is essential to fostering a more transparent, ethical, and efficient corporation, while aligning with societal and occupational health demands.
