ANALYSIS OF THE IMPLEMENTATION OF THE HARM REDUCTION POLICY IN BRAZIL: PUBLIC POLICY CYCLES AND PROCESSES

bjective: To analyze and observe the concepts addressed in the work entitled "Agents of implementation: a tool for public policies" - authored by Gabriela S. Lotta (2008) - in the phase of implementation of Portaria nº 1,028 (July 01, 2005 ), in Brazil. Methods: This was an essay study, using as analysis criteria the discussions proposed in the above-mentioned work, as well as studies by authors who make explicit about harm reduction policies, especially not Brazil. Results: It was observed that the scenario, not which one is inserted in the users in Brazil, needs to be rethought, so that the harm reduction policy is inserted in the society, in a really effective way, so that these individuals can be humane care. Final Considerations: I conclude that it is necessary to satisfactorily implement the damage reduction policy, together with the social and health government bodies, focused on not smelling the users in an integral and humanistic way, so that it minimizes the weather related to this picture, such as: (i) the prevention of transmission of HIV/AIDS and other sexually transmitted infections (IST) and situations of violence and (ii) or social protection against some type of segregation. In addition, it is necessary to demystify the focus of attention to care not to hospitalization and in totalitarian actions.
