This study's main bias study how the institutionalization of cosmopolitanism would bring greater effectiveness in the protection and promotion of human rights, from a building its own methodology. For such a study be performed primarily used up the thought and doctrine of Ulrich Beck on cosmopolitanism, based on the evolution of the cosmopolitan stream until reaching today and realize your needs for redesign and adaptation to modern times. We used the phenomenological approach method that provides a hermeneutic understanding of the issue through interpretation of law and relationships that surround it. In conclusion, it was established that cosmopolitanism must advance, making the most recognized human rights between the inner and outer spheres of the country, with a possible institutionalization, overcoming nationalism.
