This article studies the institute of affirmative action in Brazil, as an important instrument for the promotion of human rights at the national level, with emphasis on Quota policies. The objective is to show how Brazil has been implementing affirmative policies for the protection and promotion of human rights. We will report on human rights, their historical and legal declaration in Brazil and in the World. We will deal with the principle of the human person and its representations. In the following principle of equality, capitalism, the welfare state, democracy and the formal and material creation of equality are close. We will talk about affirmative actions, origin, objectives and compatibility with the Brazilian legal system and we will report on the racial issue and Quotas in Brazil.
