PUBLIC MANAGEMENT AND FINANCING OF THE UNIQUE HEALTH SYSTEM

Abstract

This article presents a general objective to comment on the municipal management and financing of the single health system in the personal, social and scientific reasons. The specific objectives are to expose the factors that influence municipal planning and budgeting; to report the importance of this research in describing the resources and financing destined for the Unified Health System in municipal management; and show the management and qualification of the work in SUS. Through a literature search, to show the factors that contribute to the occurrence of the customer service of the National Health System specifies how to collect information relating to the management process in public enterprises and how to identify the factors that somehow occur to maintain compliance to the public. The NHS financing is provided by law, both the Constitution and the Organic Law of Health, which meets the federal 8080 and 8142 1990. In general, the law provides funding sources, the percentage to be spent on health and even the form of division and transfer of resources between the spheres of government. To search for funding health, one must remember that the center of the debate is: "Health is a right for everyone or just those who can afford to pay?" Public policy challenges for the management both by the assumption of new responsibilities, how to change the institution, and, even though the changes do not only depend on the manager, it is clear that this plays a decisive role in driving the political system at all levels of government. The managers of the Unified Health System are the representatives of each sphere of government designated for the development of executive functions in health, and declares that they must work in both directions very intertwined: the political and technical.
