Brazil through your economic development in the last two decades has established itself in the international system as an emerging power that intends, together with other countries, to participate in a more active way in the dynamics of the system. In what concerns to Public Policies for National Defense, the country has been developing an affirmative and pragmatic narrative for its strategic surroundings, with emphasis on the South Atlantic. The present paper aims to analyze the components that make this ocean so important for the country through a bibliographical and documental analysis. After describing the evolution of Brazilian thinking on Naval Strategy until the National Defense Strategy (NDS) of 2008, it is possible to assert that the cooperation of public actions in the area of Foreign Policy and Defense in the region will constitute the basis for the creation of Brazil’s desired political and military leadership in the South Atlantic.
