THE PUBLIC ADMINISTRATION AS I SUPPORT THE SOCIEDAD BRASILEÑA

Abstract

The Federal Constitution of 1988 presents great novelties with the strengthening of the citizenry and the human rights, in addition to the guarantee of the social participation of the organizations of the civil or business society, with the purpose of obtaining fundamental rights and social improvements. In this context, this article aims to answer the following guiding question: What changes has been carried out by the Brazilian Public Administration to promote support for Brazilian society? Therefore, the objective of this article is to identify the mechanisms related to public management that generated changes and improvements in the promotion of support to Brazilian society. Therefore, in order to respond to the objectives of the study and the problem raised, it was decided to carry out a bibliographic investigation based on the theoretical foundations of the authors. It was intended to demonstrate the main transformations that took place and signal the improvements to civil society. Therefore, the assumptions of the study indicate that in Public Administration there is a tendency to develop new management models, which focus on aspects such as improving technical efficiency, planning social and political actions to expand institutional and management capacity. The results showed that the mechanisms that generated changes and improvements in the promotion of support to Brazilian society, based on the main transformations that took place with the administrative reform, led to the creation of the Civil Constitution and the modernization of the State. Based on the information obtained through the bibliographic research, improvements were evidenced for the civil society as a result of the promotion of social support. It was concluded in the study that the Brazilian State has undertaken important reformulations in direct and indirect public management, determining opening mechanisms for the third sector, expanding the conditions for economic strengthening and employment creation, through public-private associations in functions that were previously only a developed state exclusively.
