NEPOTISM AND ITS IMPACTS ON PUBLIC ADMINISTRATION

The purpose of the text was to examine the incidence of nepotism in local public management. Nepotism or favoritism is the appointment of relatives to occupy positions of trust in public administration, which directly violates fundamental principles. This practice is not regulated by specific law, however, it is restricted by Binding Precedent No. 13, which explicitly prohibits favoritism, and if disrespected, can result in the public manager being convicted of administrative misconduct. Favoritism harms the city's performance, as the public manager has the obligation to work for the benefit of the community, not prioritizing his personal interests to the detriment of the common good. The objective of this study was to examine direct favoritism in local public management. To achieve this, it was necessary to define favoritism, analyze municipal public administration in its goals and responsibilities and identify the prohibitions of favoritism, as well as the principles that are violated. Thus, the research was conducted using the hypothetical-deductive method, starting from a broad idea to reach a specific conclusion. Therefore, it is concluded that favoritism brings losses to the city and creates opportunities for corrupt practices, without much fanfare. Finally, the importance of Binding Summary nº 13 was highlighted, the commitment of public management to the community, in addition to the population's right to be informed about the actions of public administration and demand transparency and honesty from management.
