This article aims to analyze and define the fundamental concepts associated with educational planning, investigating its contribution to achieving the objectives proposed by public policies and evaluating its effectiveness in pedagogical practice. The specific objectives seek to analyze and define the fundamental concepts related to educational planning, investigate the contribution of educational planning to the achievement of goals established by public policies, and evaluate the effectiveness of educational planning in pedagogical practice. Assuming that planning guides and enriches the work of teachers and educators, this study seeks to understand how the fundamental concepts of educational planning influence the achievement of objectives outlined by public policies and how this influence manifests in the effectiveness of the process in pedagogical practice. How do the fundamental concepts of educational planning contribute to achieving the goals proposed by public policies, and how does this contribution impact the effectiveness of the process in pedagogical practice? Fundamental theoretical references include Piletti (1990), Lopes (1991), Vasconcellos (2006), Saviani (2010), among others, providing a solid foundation for the analysis and understanding of the role of educational planning. The adopted methodology consisted of a theoretical review study encompassing educational planning, public policies, and educational planning in pedagogical practice. The qualitative research was structured in two stages: a bibliographic search in virtual databases and the application of the technique of analysis, data interpretation, and bibliographic review of scientific production in education. The results indicate that effective planning requires achievable intentions that align with the proposed goals. Planned strategies play a significant role in the teaching-learning process, contributing substantially to the achievement of educational objectives.
