The increasing regulatory complexity of Public Administration requires police organizations to reconcile legal certainty, administrative efficiency, and enhanced operational readiness. In this context, this study proposes the Integrated Cognitive Artificial Intelligence Model (MIIA), conceived as an organizational governance architecture for the strategic application of Artificial Intelligence to complex administrative processes within the Military Police of Paraná, Brazil. This research adopts a qualitative, exploratory, and proposal-oriented approach, based on a comprehensive national and international literature review covering public governance, digital transformation, artificial intelligence, knowledge management, and strategic management, combined with documentary analysis of a highly complex administrative process used exclusively as a methodological environment for validating the proposed model. The study presents a governance architecture structured into four functional layers—Intelligent Document Cognition, Normative Intelligence, Interoperable Intelligence, and Cognitive Governance of Human Capital—and introduces the original concepts of Institutional Cognitive Ecosystem, Cognitive Workforce Reallocation, Institutional Cognitive Maturity, and Cognitive Governance of Human Capital, providing a new theoretical perspective on the strategic use of Artificial Intelligence as a permanent instrument for strengthening public governance. The findings indicate that the principal innovation of the MIIA does not lie in the automation of administrative procedures, but in the strategic reallocation of human capital by transferring low-value cognitive bureaucratic activities to intelligent systems. This approach enables public professionals to concentrate on functions requiring technical judgment, leadership, and decision-making. Consequently, the proposed model constitutes a conceptual governance architecture with transversal applicability and potential adaptation to different administrative macro-processes within the Military Police of Paraná and other public organizations.
