PROERD AND COMMUNITY POLICING: ANALYSIS OF THE PREVENTIVE PRACTICES OF THE PARÁ MILITARY POLICE IN PROMOTING SAFETY AND A CULTURE OF PEACE IN THE SCHOOL ENVIRONMENT

Abstract

The Educational Program for Drug and Violence Resistance (PROERD) is one of the main preventive strategies developed by the Military Police of the State of Pará to promote citizen security and strengthen the protection of children and adolescents in the school environment. This study aimed to analyze the role of PROERD instructors as an instrument of community policing, highlighting their contributions to the prevention of conflicts, bullying, drug use, and violence in public schools in the State of Pará. This is a qualitative, exploratory, and descriptive study conducted through a literature review and documentary analysis, based on legislation, institutional documents of the Military Police of Pará, and national and international scientific publications published between 2020 and 2026. The results showed that the continuous presence of police instructors fosters the development of trust-based relationships among the Military Police, schools, and families, strengthening the social protection network and enhancing the effectiveness of preventive actions. The findings also revealed that the program contributes to the development of socio-emotional skills related to self-control, empathy, responsible decision-making, and peaceful conflict resolution, which are recognized in the scientific literature as important protective factors against risk behaviors. It is concluded that PROERD goes beyond its traditional role of preventing drug use, consolidating itself as an important tool for community policing, the promotion of a culture of peace, and the strengthening of the institutional mission of the Military Police of Pará in preserving public order and promoting citizen security.
