Workplace bullying and sexual harassment have been recognized as significant psychosocial risk factors capable of producing substantial impacts on mental health, professional performance, and the quality of organizational relationships. This study is part of a series of three scientific articles dedicated to the analysis of Ordinance No. 001/2025-PMAM, which established the Policy for the Prevention and Combating of Workplace Bullying and Sexual Harassment within the Military Police of the State of Amazonas. This second investigation aimed to analyze the conceptual, axiological, and preventive foundations of the institutional policy by examining Articles 2, 3, and 4 of the Ordinance. The study adopts a qualitative, documentary, descriptive-analytical, and critical-interpretative approach, developed through a critical documentary analysis of the Ordinance. The findings demonstrate that the policy adopts a broad approach to workplace bullying and sexual harassment, recognizing their relationship with organizational culture, managerial practices, and psychosocial risks. Relevant alignments were also identified with contemporary frameworks in occupational health, institutional governance, and the prevention of organizational violence. It is concluded that the analyzed provisions provide consistent normative foundations for the development of a preventive institutional policy aimed at protecting human dignity, promoting mental health, and strengthening organizational governance within the policing context.
