Information and Communication Technologies (ICTs) have played a decisive role in transforming contemporary educational systems, particularly in higher education. In developing countries such as Angola, these technologies emerge as strategic instruments to expand access to knowledge and reduce historically persistent educational inequalities. This study analyzes the impact of ICTs on mitigating inequalities in Angolan higher education, considering the perceptions of faculty members, students, and academic managers. The research adopted a mixed-methods approach, combining bibliographic review, documentary analysis, and a survey applied to 65 participants affiliated with higher education institutions. The results show that 69% of respondents perceive the impact of ICTs as high or very high in teaching and learning processes. However, significant challenges remain, including high internet costs, connectivity instability, and insufficient technological equipment for students. It is concluded that, although ICTs have substantial potential to reduce inequalities in Angolan higher education, realizing this potential depends on public policies promoting digital inclusion, investment in technological infrastructure, and continuous training programs for both faculty and students.
