Abstract

It is with great pleasure that we present the second edition of the digital book entitled "The Adhesion of 'Carona' in the Price Registration System in the Rapid Electronic Bidding Modality". This work, divided into two chapters, addresses in a detailed and enlightening manner relevant topics in the scope of public bidding, providing the reader with a broad and in-depth understanding of the bidding process and its nuances.
In the first chapter, entitled "Public Bidding", we thoroughly explore three fundamental pillars: The Innovation of the Auction in Public Bidding, the Price Registration System (SRP), commonly known as SRP, and the Logic of the Legal Institute of 'Carona'. These topics are addressed with technical rigor and legal basis, aiming to provide a comprehensive overview of the practices and regulations that govern public procurement, especially the use of the auction and the SRP as efficient tools in the procurement of goods and services by the public sector, as well as the understanding of the "free rider" institute and its application in the context of bidding processes.
The second chapter, dedicated to the "Bidding Modality", explores essential aspects such as the Competitive Dialogue, the Preparatory Phase and the Auxiliary Procedures. These elements are fundamental for understanding the dynamics of public procurement, providing the reader with a comprehensive overview of the different stages and procedures involved in this process, as well as the mechanisms used to ensure transparency, competitiveness and efficiency in public procurement.
In this second edition, revised and updated, we seek not only to provide technical and legal information, but also to promote reflections on the challenges and opportunities present in the context of public procurement, thus contributing to the continuous improvement of the practices and regulations that govern this important public management instrument.
We hope that this work will be useful and enriching for all those interested in the subject of public procurement, whether they are legal professionals, public managers, students or researchers. May this book contribute to the deepening of knowledge and the improvement of practices in the field of public procurement.
