This article presents the pedagogical proposal of a digital, online, and self-instructional in-service training model aligned with the principles of Open Science. The central objective is to overcome the operational bottleneck of the Central Vivarium (Biotério Central) at the Federal University of Minas Gerais (UFMG), where the rigidity of in-person routines limits the continuous training required by Normative Resolution No. 49/2021 of CONCEA. The methodology is based on an andragogical approach applied directly to the public sector. The development of the course aims to eliminate geographic and temporal barriers to provide flexibility for autonomous learning without disrupting the daily laboratory workflow. In constructing the course architecture, the ADDIE Instructional Design model was adopted, and Moodle was used as the central learning platform. As expected results, the project anticipates the optimization of process management, an increase in the legal compliance rate among researching users, the standardization of good practices, and the general strengthening of the institutional culture of animal welfare. It is concluded that the digital format enhances academic administrative efficiency and ensures strict compliance with all current ethical and legal requirements.
