STRATEGIC PLANNING AS A TOOL FOR INDIRECT PUBLIC ADMINISTRATION

This study analyzes the advantages of implementing strategic planning in indirect public administration against state duties of public interest management. A descriptive and exploratory research was conducted, based on a systematic literature review with a qualitative approach to normative, doctrinal, and jurisprudential concepts of Administrative Law and Public Administration Science. The findings indicate that incorporating this management tool promotes a transition from a reactive to a proactive stance in decentralized entities, optimizing budget allocation and the efficiency of provided services, while enhancing control and accountability mechanisms. The study demonstrates that strategic alignment is indispensable to overcome traditional bureaucratic bottlenecks, promote administrative modernization, and ensure strict compliance with the constitutional principle of efficiency by decentralized entities.
