Abstract

The existence of specialized resources does not ensure their availability at the place and time required by operational demand. This article examines this relationship in the second operational tier of a territorial unit of the Military Police of Paraná, Brazil, using the 10th Battalion as an exploratory case study. It connects the literature on state capacity, organizational differentiation and integration, and police response time with documentary analysis and participant observation. The reported data describe staffing, specialized capabilities, and deployments outside the unit’s jurisdiction, but do not support an institutional distribution of escalation times. The article proposes Specialized Escalation Latency (SEL), defined as the interval between recognition of the need for additional capability and its integrated operational readiness. Measuring the interval between these endpoints avoids double counting when stages overlap. Prospective notes initiated during the research are treated as preliminary records whose consolidation and traceability must be specified before quantitative analysis. The applied contribution is the Specialized Escalation Record Instrument (IREE), proposed for pilot testing and assessment of potential standardization within the institution. The study offers criteria for examining coordination protocols, availability arrangements, and organizational alternatives for the second operational tier, while treating the suitability of an intermediate specialized structure as an empirical question.
