INTEGRATED MANAGEMENT SYSTEMS IN THE MODERNIZATION OF BRAZILIAN PUBLIC UNIVERSITIES: AN ANALYSIS FROM THE PERSPECTIVE OF INFORMATION SCIENCE

This study critically analyzes the Integrated Management Systems (SUAP, SIGAA, and SIPAC) adopted by Brazilian public higher education institutions (IPES) from an Information Science perspective. This is a qualitative, exploratory-descriptive bibliographic and documentary study, grounded in the theoretical frameworks of Choo, Le Coadic, Dudziak, and Dunleavy et al., and complemented by the analysis of current legislation (Law No. 14,129/2021 and Law No. 13,709/2018) and the official technical documentation of the systems studied. The aim is to examine the extent to which these systems meet the informational needs of staff, faculty, and students, considering the informational flows they produce and the information literacy of the users who operate them. The analysis of the literature and official documentation indicates that the systems contribute to the integration of informational flows and to digital governance, but face challenges related to technological infrastructure, cultural resistance, information literacy deficits, and compliance with the General Data Protection Law, particularly in the federal institutions that use them. The study concludes that the effectiveness of Integrated Management Systems depends chiefly on users' information literacy and on the redesign of the institutional processes that accompany them.
